This might not be intentional, but I think this theme represents Haiji's blind fangirl-like admiration of Tsurubami in a really clever way. Eternal Dance Engine (Tsurubami's theme) can be broadly split into two parts: the main catchy 'cha-cha' melody, followed by a very chaotic, dissonant tune. To me, this represents the two sides of Tsurubami's character: he's energetic, confident and acts on his whims, but he's also monstrously powerful and not above ruling Mugenri by very questionable means. It's no surprise that Spell Collector (Haiji's theme) borrows heavily from Eternal Dance Engine - but it doesn't borrow everything. It imitates it for the first half, but where Eternal Dance Engine launches into the second discordant melody, Spell Collector instead slows down and transitions back to its original motif. Haiji's theme only highlights the main, 'public' side of Tsurubami's theme while never touching its more unsettling and chaotic side. It could be said that, much like many celebrity crushes in real life, Haiji idolises Tsurubami's good qualities while turning a blind eye to his less agreeable side. Also it helps that just like Eternal Dance Engine, this theme fucking slaps
I love that interpretation even if I'm not convinced it's intentional But I feel like it's ruined by it still having the chaotic bridge of Tsurubami's Theme, which is like the darkest part of the whole song.

They're still the ruler of Mugenri after all, you don't get there without means. Haiji could simply be imagining how cool and powerful and Fearsome Tsurubami is (including the bridge) without paying mind to the more questionable, unsightly parts of their persona, (how tsurubami uses these powers, and why they are considered a dictator by many)
